The power grows out of the barrel of the gun", this flawed ideology of left-wing extremists (Naxals) doesn't hold significance in the nation of Mahatma Gandhi, the ambassador of peace and non-violence.
To eliminate this Naxalim, government initiated following programs.
Legislative measures :

(a) Forest Rights Act (2006) - recognizes the occupation claims of tribals so that they do not take up arms.
(b) 5th and 6th Schedule of Indian Constitution - provides administrative autonomy to tribal regions.
(c) PESA Act (1996) - it is a manifestation of democratic decentralization and participative governance.
(d) Prevention of Money Laundering Act - to curb the financing for arms and ammunitions.
.
.
Development initiatives
(a) Integrated Action Plan - implemented in the 88 most backward districts to provide clean water, schools, etc.
(b) Civic Action Program - to bridge the gaps between security forces and tribal population.
(c) Prime Minister's Rural Development Fellowship - for capacity building in LWE affected districts.
(d) Roshni Scheme - a placement linked skill development scheme targeting 50,000 rural women and men.
Security relative initiatives
(a) Offensive operations - like Operation Green Hunt, Operation Greyhound, and Salwa Judum.
(b) SAMADHAN Doctrine - a new and comprehensive adaptive strategy to deal with Naxals.
The recent reports of the Ministry of Home Affairs highlight that this ideology is spreading out the new regions such as Kerala, points out the above legislations and initiatives not yielded satisfactory material results.

To truly eliminate Naxalism, the raison d'etre, their reason for existence that is lack of government reach and development must be eliminated.
